Krista Loughton has the proven record to show that she delivers.
Councillor Loughton has delivered on every campaign promise she made in 2022, including:
- Led the creation of the Housing Relocation Program which moved 75+ people indoors, and out of encampments in Stadacona, Topaz, Irving and Vic West parks — and the work is ongoing throughout the city.
- Established the Positive Transfer Program which will free up 100 supportive housing spots to reduce visible homelessness.

Backed the OUR DWTN program to improve safety and cleanliness, expand public art, music and free events, and supported public art, music and free events, and supported the return of major events like Symphony SPLASH!
- Showed national-level leadership as President of the Canadian Capital Cities Organization.
In her next term and as a CRD Director, Krista will continue to prioritize the needs of the City and the Region:
Focus on Downtown
- Work with the business community to develop an economic development plan and retail strategy.
- Continue OUR DWTN for cleanliness and safety, to support arts, culture and events, and increase foot traffic to local shops.
- Demand other levels of government create more housing with supports, to reduce visible homelessness and relieve pressures on first responders, police and bylaw.
Make Victoria More Affordable
- Continue to champion affordable housing by prioritizing non-profit and workforce housing to ensure renters, families, and seniors can continue to live in Victoria.
- Partner with community organizations and other levels of government to attract a non-profit grocery store to Victoria.
- Fight for fairer taxes by advocating for regional cost-sharing on community safety and policing.
Leadership at the CRD
- Hold all CRD municipalities accountable to host their fair share of supportive services for the homeless. Victoria cannot continue to carry the load alone.
- Expand sober recovery housing and affordable homes across all CRD communities.
- Advocate for improved local and regional transportation, such as an express bus to the airport.
- Continue leadership through work on the Canadian Capital Cities Organization.
