Accelerate Approvals for Housing Providers
Municipalities do not build housing directly, but the City can move projects forward faster. Councillor Loughton will work with City staff to cut processing times and remove permit delays, using direct input gathered from housing providers during listening sessions she hosted this year, to get homes built faster.
Partner with BC Builds for Workforce Housing
Deliver housing built for Victoria's middle-income workforce, such as teachers, nurses, police officers, firefighters, and transit workers, by partnering with the provincial BC Builds program. Councillor Loughton will work to identify city land so Victoria can tap into provincial financing to build workforce rentals.
Strengthen Tenant Protections
Build on Victoria’s Tenant Protection Bylaw, which already mandates cash compensation, moving support, and the right to return to new developments. Strengthen these rules by requiring independent relocation coordinators for all displaced renters needing to secure non-market, rent-geared-to-income units so individuals, families, and seniors on fixed pensions can stay safely in their community.
