Partner with local business groups to build a practical plan that brings new investment to our downtown core, which extends across all neighbourhood villages. This will include identifying permitting delays, tracking vacant storefronts, updating zoning rules, and speeding up business licensing so new businesses can open faster.

Deliver a Victoria First Retail Strategy
Work directly with business groups and local business owners to bring a good mix of independent stores to the downtown core by identifying missing retail opportunities. Grants will be established or expanded to help new local business owners get started, assist with security and storefront upgrades, and encourage residents and visitors to shop local year-round.

Repurpose Vacant Downtown Office Space
Convene local business organizations, property owners, and the provincial government to turn underutilized commercial space into active downtown uses, such as housing, post-secondary hubs, tech incubators, or creative workspaces that drive daily foot traffic back into the downtown core.
